#1095588 [Bug] Boot error "Gave up waiting for root file system device" on Debian 13 Trixie (External NVMe via Thunderbolt)

Dear Debian Maintainers,

I am writing to report an issue I encountered on Debian 13 testing
("Trixie"). I installed the system using the installation media
debian-trixie-DI-alpha1-amd64-DVD-1.iso (2024-12-30 version). Although the
installation process itself completes successfully, after reboot the system
fails to locate the root file system and drops to an initramfs shell with
the following error message:

Gave up waiting for suspend/resume device
Gave up waiting for root file system device. Common problems:

    - Boot args (cat /proc/cmdline)
        - Check rootdelay= (did the system wait long enough?)
    - Missing modules (cat /proc/modules; ls /dev)
    - ALERT! UUID=9fe4f0f4-ee96-45c2-b46f-c9444e570a2a does not exist.
Dropping it to a shell!

For additional context, here are some details about my system configuration:

    I connect an external SSD through a Thunderbolt Type-C port.
    The drive is detected as an NVMe device by the system.

I would also like to note that Debian 12 stable does not exhibit this
problem, which suggests that this issue may be specific to the testing
release or perhaps related to handling external NVMe drives.

Any guidance or suggestions on how to resolve this issue would be greatly
appreciated. Please let me know if further logs or information are required.

[I'm suspecting that bug 1100733 is a duplicate of this bug].
kernel after dist-upgrading the s390x ci.debian.net host.

You can find below the output of an attempt from minutes ago, captured
via remote control. (Sorry for some duplicate lines in the log, I tried
to filter most out, but the output is a bit mweh).

I'll note that when I inspected the initramfs several days ago, there
was no /scripts/local-block file present. Also while inspecting, we
couldn't find any block devices.

NVMe is not DASD and is configured completely different.  Everything you
show is a symptom, not a cause.  So no, it is not the same, even
remotely.

No dasd device configured.  This means the bug is in sysconfig-hardware,
an old and weird package, or it's interaction with udev.  Also given
that it works with an old version of udev.

Long shot in /usr/lib/udev/rules.d/85-sysconfig-hardware.rules and
/usr/share/initramfs-tools/hooks/sysconfig-hardware: replace
/sbin with /usr/sbin.

Is manualy running "hwup 0.0.0150" doing something? What about "bash -x
/sbin/hwup 0.0.01500"?

/usr/lib/lib/udev/rules.d/85-sysconfig-hardware.rules exists (note the
double lib). Looks like a bug in sysconfig-hardware then? Probably this
