We shouldn't let spam close bug reports. I recommend a mechanism which makes sure the sender can read email before allowing bug reports to be closed. [Sender address only needs to be checked once.]

And BTW regarding the specific mail which incited you to file this bug: the problem was that a spammer harvested the foo-done@bugs e-mail address from the web site as the bug had already been closed once, not that they intentionally closed the bug.
