now that recent updates have systemd timer support, can we lower the dependency
requirement of bsd-mailx | mailx to recommends or suggests?

It should be easy to run this without having a mail user agent installed, for
example on a laptop or a workstation.

I think that there is no choice to keep it as dependency.
