According to the upstream changelogs, GDM 48 no longer requires
Xwayland.

Please remove the package dependency in order to enable users to
install gdm3 without xwayland.

Ubuntu moves the Depends: xwayland from gnome-session-bin to
gnome-session. That makes sense to me since it's only a Wayland
session that would need xwayland.

Your proposal lacks an argument for why you think allowing people to
not have xwayland installed is needed. Unfortunately, the Debian GNOME
team has years of experience with people thinking they are getting a
superior less bloated Debian by installing Debian without Recommends.
Having apps that are not native Wayland silently fail to run for those
people feels bad to me.

Of course this should be automatically installed for applications which
require it. But that should be a dependency of the respective
application, directly or indirectly, for instance as a dependency of
GTK2.

I am skeptical whether that is practical since these "legacy" (?) apps
can be distributed outside Debian, as snaps or Flatpaks or just
binaries. I still don't think you've made a convincing argument for
why your proposed change provides enough benefit to users to outweigh
the potential harm.
