When lxpanel is set to the bottom of the screen, the tooltips appear where
they would appear if lxpanel were set to the top of the screen, i.e. the
panel is at the bottom and the tooltips are at the top of the screen.

Hi Dermann,

Thanks for the info. I found the patch were appears in version 3.24.52.
So that we need to bump the build-deps on ibgtk-3-dev (>= 3.24.52) in
lxpanel package for this fix.
