#1099606 [post-trixie] should refuse to delete a system user without --system

Currently, deluser foo will happily delete a system user with that name.
The opposite, deluser --system foo will not delete a non-system user
with that name.

Is that what we want?

If we decide to change that, we'd do so post-trixie.

I think that is the correct behavior. A local admins is likely to issue
such a call, knowing what they are doing.

That protects a regular system user from package maintainer script
action.
