Dear Maintainer,

since a couple of weeks back, the Wi-Fi option re-enables itself
automatically while a hotspot is turned on.

STR:
- Wi-Fi is disabled (deselected in quick access panel in top right
  corner)
- open control center and select tab "Wi-Fi"
- enable Wi-Fi
- turn on Wi-Fi hotspot and confirm
- disable Wi-Fi

Expected behavior:
Hotspot is turned off and Wi-Fi is disabled.

Actual behavior:
Hotspot is turned off, Wi-Fi is disabled and instantly re-enables
itself.

In addition, when the computer starts up or awakes from sleep, Wi-Fi is
enabled when it was disabled before shutting down or putting to sleep.
