A wee tool to build color fonts, including the proposed COLRv1. Relies heavily
on Skia via picosvg, as well as resvg to rasterize SVG to PNG for the bitmap
color formats.

This needs picosvg which in turn depends on skia.
I am not going to package these for now.

It is needed as dependency for gftools for fixes on COLR v0 fonts.
Up to now, nothing triggers this path during Debian font builds.
