On hurd-i386, the console keeps on complaining about not being able to set the compose key for locale C and failing to load a keyboard map until 'locales' has been installed and configured with a locale to match the keyboard map. Therefore keyboard-configuration at least needs to Recommends and preferably Depends on 'locales'.

Shouldn't it rather be the hurd package, since that's the source of
the issue? The Hurd console should actually be even working without
keyboard-configuration installed at all.

That being said, I don't see a reason why the hurd console shouldn't
work without a compose table. We should be able to turn this
error into a mere warning, by just not using a compose table in
hurd/console-client/xkb/xkb.c
