On hurd-i386, the console keeps on complaining about not being able to set the compose key for locale C and failing to load a keyboard map until 'locales' has been installed and configured with a locale to match the keyboard map. Therefore keyboard-configuration at least needs to Recommends and preferably Depends on 'locales'.
