bts command from devscripts package is complimentary to reportbug. But
currently it needs mta configured or mutt to send mails. It'd help a lot if bts
can use reportbug.debian.org smtp server so it can send mails without
configuring an mta or smarthost.

When running bts --smtp-host=reportbug.debian.org it says sending mails to
control@bugs.debian.org is not allowed.

It'd lower the participation barrier hugely if bts can send mails without
additional configurations by default like reportbug.
