GNU Make now has a --shuffle option that simulates non-deterministic ordering
of target prerequisites. See

work in Debian by Santiago Vila:

This package fails to build with make --shuffle=reverse.
This is likely to be caused by a missing dependency in
debian/rules or an upstream Makefile.

Hi,

After debugging it with sergiodj, we've concluded this is an upstream
bug in the Makefile. It's written by hand and assumes left to right
dependency resolution. The main problem is the separate rule used to
create directories needed in the process, but it fails to create them
when the order is reversed.

I'll forward to upstream so we can solve it together.
