The config file is still where it was initially installed by the package. If the preferred location has changed, please move it to the new location using  dpkg-maintscript-helper(1) mv_conffile during package upgrades.

i may well be misremembering, but i think i remeber not doing this because
it couldnt be done without breaking upgrades in some situations, like it
wasnt actually a conffile in some versions, so this needs some careful
thinking and testing if it is to be done
