Hi Scott, and sorry for the long delay.

I could not reproduce this. On a clean Debian 13 install with cinnamon
6.4.10-2 I enabled
"Show position of pointer when the Control key is pressed" and the
animation plays every
time, with both the left and the right Control key, on the desktop and
over a window. I
also instrumented Cinnamon to count the animations, so this is not just
me failing to spot
them.

One thing worth ruling out: the effect is deliberately subtle — a pale
blue circle that
fades out in under a second — so it is easy to miss, especially against
the blue default
wallpaper. Does anything at all flash around the pointer when you press
and release
Control on its own?

To dig further I would need to know:

- Are you running the X11 session or the Wayland one (which is
experimental in 6.4)?
- Any display scaling, or more than one monitor?
- Does the switch stay on if you close the Mouse panel and open it again?
- Does it make a difference with a plain single tap of Control, with no
other key held?

Tagging this moreinfo in the meantime.
