libigdgmm-dev is build dep of intel-media-driver. Loong64 is a kind of
platform which can use Intel Arc graphic cards. And it can also use
vaapi provided by these cards.

I have created a pr upstream to support loongarch64:
https://github.com/intel/gmmlib/pull/133.
