We can use Intel Arc graphic cards on Loongson platforms.
But it lacks vaapi support. We can enable loong64 support
after solving #1107260, and add the following patch:

Tested on Loongson 3A6000 with Intel Arc B580, vaapi endoding
and decoding works fine.
