I intend to adopt the moc package.

This package is currently orphaned and listed as such in the WNPP system
under bug #1091830.

I am a regular user of MOC and I would like to help keep it maintained in
Debian. I plan to ensure that it remains compatible with current Debian
standards, monitor its bug reports, and keep it in good shape for future
Debian releases.
