Steps:
0. The Chromium user profile is not synced with a Google account.
1. Log into a website using your username and password.
2. Enter your username and password, and sign in.
3. Chromium will then prompt you to save your password on the device.
4. Save it.
5. Quit and reopen Chromium.
6. Open the Password Manager.

What happens:
No passwords are saved. It is empty.

What should happen:
Passwords should be saved on the device.
