When I click the keyboard layout selector in my top bar to open the menu and select "Show Keyboard Layout", instead of seeing the current keyboard layout, I see a blank keyboard with the title "tecla" above it. Same thing happens when I run tecla from the commmand line.
Please provide the output of this command: dconf dump /org/gnome/desktop/input-sources/ Is this a new install of Debian or an upgrade? How did you install Debian? Did you do anything unusual when installing? What is your graphics card? Have you noticed display issues in any other GTK4 apps? Thank you, Jeremy Bícha

Not a new install, this machine has been running Debian Testing for a long
time. Not sure when exactly the problem showed up, the keyboard layout tool
certainly worked at one point.

Not that I know of, though it was so long ago that I couldn't possibly say
for certain. But as I said, the keyboard layout tool certainly worked in
the past on this computer.
What is your graphics card?
01:00.0 VGA compatible controller: NVIDIA Corporation GM204 [GeForce GTX
970] (rev a1)
(Running Xorg, because Wayland doesn't work with this controller, or at
least it hasn't worked every time I've tried, haven't tried in a couple
months.)
Have you noticed display issues in any other GTK4 apps?
No.

No.
Dear Maintainer, same problem here but only if called via clicking the panel keyboard indicator and selecting “Show Keyboard Layout.” The correct keyboard layout is shown if Keyboard Settings is selected instead and then the menu at the keyboard layout in question, e.g. “English (UK, extended, Windows).”
