Hi,

currently, when filing a wnpp bug, the template has "C#" in the
programming lang section listed. Personally, I think this is dated,
since the number of packages in the archive using C# is pretty small
(~16). OTOH, searching for packages depending on rustc yields close to
4k results, so I think this is a reasonable change to make. I attached a
patch facilitating this.
