Please consider annotating build-dependencies only needed for tests
<!nocheck> and only needed for documentation <!nodoc>.

This reduces the size of the "key" package set, and facilitates
cross-building and bootstrapping.

This does not need to be done all in one go; each annotation can help
on its own.

I've opened a merge request in salsa [1], annotating the qemu-system
build-dependency <!nocheck>.
