KDE Plasma applications (kwrite, konsole) has problem with using this otb font,
when all font sizes are combinet into file. With combined files, only the first
(smallest) size is available.

In README file of lastest upstream (4.49.1) is stated:
An OTB file is generated for each BDF file, instead of combining sizes by
weight, for the following reasons:
- KDE compatibility. With combined files, only the first size is available.
- Correct global font metrics. For example, the base line and character
  width for 8x14 and 8x16 (relative to height) may never be identical.

Could you also modify package to generate one OTB file per size?

We believe that the bug you reported is fixed in the latest version of
xfonts-terminus, which is due to be installed in the Debian FTP archive.
