Dropping the work on this package as it needs libturbojpeg to also be
packaged as well as the setup.py tries to access and download files over
the internet while building the package which is something not allowed
in debian packaging.

If someone wants to take over the work and find a way to overcome these
issues, please continue over my packaging work at [1] under Debian
Python Team.

If someone is interested in taking up this RFP, just rename the bug
title to ITP and remove me as the bug owner and add yourself as the owner.
