#1111273 mono-libraries: maintscripts set alternatives for a command provided by another package

The command /usr/bin/gacutil is provided by mono-runtime, but the
alternative "global-assembly-cache-tool" relying on it is set through
maintainer scripts of mono-libraries. This is going to generate broken
links if mono-libraries is installed but mono-runtime is not.

We should, in that order:
1. Check if gacutil is actually useful for Mono runtime, move it in
   mono-devel otherwise;
2. Check if the "global-assembly-cache-tool" alternative is actually useful,
   drop it otherwise;
3. If the "global-assembly-cache-tool" alternative is going to be kept,
   move its handling to the correct package maintainer scripts
   (either mono-runtime or mono-devel).
