debci autopkgtests fails on current debian due to not existing
https://vagrantcloud.com/api/v2/vagrant/debian/trixie64 so no
"boxes" can be created.

I've no idea what vagrant-mutate is and if the bug is in the
package or in the cloud, but this failure prevents other
packages to migrate.
