Dear Maintainer,

SUMMARY
Normally, using the Meta key opens the launcher/start menu. If you try to
either shutdown or restart from the launcher, then cancel, pressing the Meta
key no longer opens the launcher after that.

STEPS TO REPRODUCE
1. Press Meta key
2. Press either the restart or shutdown buttons in the launcher.
3. Cancel the shutdown or restart
4. Press Meta key

OBSERVED RESULT
Meta key does not open launcher

EXPECTED RESULT
Meta key should open launcher

ADDITIONAL INFORMATION
- Opening the launcher by clicking on the icon does not fix the issue.
- Locking and unlocking, fixes it
- Restarting fixes it
- Launching another app that uses the Meta key as part of its shortcut combo
fixes it (e.g. meta + E to open dolphin)
