Dear Maintainer,

When building the octave-statistics package, Lintian returns the
following error message:

    octave-statistics-common: national-encoding [usr/share/octave/packages/statistics-1.7.5/doc-cache]

The doc-cache file is actually encoded in UTF-8:

    $ file /usr/share/octave/packages/statistics-1.7.5/doc-cache
    /usr/share/octave/packages/statistics-1.7.5/doc-cache: Unicode text, UTF-8 text

I am attaching the file to this bug report, for your reference.

Actually, the file that I attached to the bug report (doc-cache) is
not encoded UTF-8.
