   * What led up to the situation?

Added GKrellM to automount

Opened KDE System Settings => Window Rules, set up to provide rules for
GKrellm
for position, all desktops, keep above other windows

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

GKrellM opens on one desktop (usually #1), not always on top, rarely on
all
desktops.

Open DE System Settings => Window Rules again, noticed "all desktops"
setting
and/or "Keep above other windows" is missing. Set the missing one(s).
Still not
on all desktops or on top. Change "Window types" randomly, enough
to light up the "Aoply" buttom, then "Apply." Sometimes, GKrellM is put
on all
desktops, sometimes not. Fiddle with it until it finally does it. "Keep
above
other windows" usually works with "Apply now."

   * What was the outcome of this action?

Sometimes works, sometimes not.

   * What outcome did you expect instead?

Expected GKrellM to be on all desktops every time KDE is started,
always on
top.
