The file mentioned in the output is attached to this bug report. It
implicates /usr/share/texlive/texmf-dist/tex/latex-dev/l3kernel/expl3.lua
as the source of the problem so I have filed this bug against
texlive-latex-extra; please reassign as needed.

texlive-latex-extra causing tex-common to fail to install has also
resulted in autopkgtest regressions for quite a few packages as seen at
