Phil Wyett <philip.wyett@kathenas.org> can no longer maintain the package sncosmo.

We are tracking their status in the MIA team and would like to ask you
to remove them from the Uploaders list of the package so we can close
that part of the file.

(If the person is listed as Maintainer, what we are asking is to please
step in as a new maintainer.)

can you please be a bit more verbose here? Maybe I missed something.
I understand that Phil won't be able to upload a package. Probably he
also doesn't want to do this anymore.
But why is he no longer able to maintain a package?
