I run a nextcloud server and sync files from it to three machines (one
is a phone). On this here machine (laptop), there is a consistent
problem where it does not detect that a sync needs to be done. It
reports that the last sync was successful (no conflicts listed). But I
see that a file does not have changes I know I made elsewhere, so I
click Sync Now, and then it pulls in the updates. These are changes
made hours before. Relevant conditions:

* This happens when I resume from suspend, maybe also when I change
  network locations.

* At the locations where this happens, I'm using wifi with a VPN
  controlled by Network Manager.

* My server is 32.0.1.

Syncing used to be seamless on this machine. Unfortunately I don't
recall when the issues started. I do wonder if it's related to the VPN
-- is something failing in the short window between the initial
connection starting and the VPN starting?
