I am reopening this bug report as ruby-roo 3.0.0-1 has a test regression on
i386 which is still preventing the auto-upperlimit-ruby-zip transition.

I am raising the severity of this bug report to serious as it is now the last
thing preventing the auto-upperlimit-ruby-zip transition.
