According to https://www.debian.org/Bugs/server-control#reopen the
reopen command is not deprecated. Please do not diverge from the
commands used by the BTS. But bts(1) calls reopen deprecated.

Please revert this change and do not cause confusion whether reopen is
deprecated or not.
