Where is lit actually used in cccl?

It looks easy to switch to unversioned llvm-tools and /usr/bin/llvm-lit,
but it's not clear to me how to test that this works.

llvm-toolchain-19 was removed from Testing which means cccl is unable
to migrate to Testing until this bug is fixed. I'm raising the
severity to reflect that.
