As part of the ri-li package update, it would be desirable for libsimpleini-dev
to provide a .cmake file that avoids patching the upstream source code of ri-
li.

Unfortunately the cmake file does nothing other than copying the
header file, and does not provide the shared and static lib we need.
Major rewrite is needed if we want to adopt the cmake build system.
