The affected packages cannot satisfy their cross Build-Depends, because
their transitive dependency on libkf5globalaccel-bin is not satisfiable.
It is a transitional package and its main job is forwarding to their
primary dependency. In order to correctly transfer the architecture
constraint, transitional packages should have the same Architecture and
Multi-Arch as their target package. Since the target package
kglobalacceld is Architecture: any, so should be libkf5globalaccel-bin.
I'm attaching a patch for your convenience.

We may separately try figuring out whether both should also be
M-A:foreign.
