When I open

https://www.debian.org/doc/manuals/developers-reference/

the column on the left says

  developers-reference
  English

but the manual is in French.

If I select "English" in the menu, this doesn't change the manual
to the English version.

For me it works as expected, so I cannot confirm this bug.

This seems to depend on the web browser. With Firefox, I can
reproduce the issue even with a new profile. I just need to
set intl.accept_languages to fr in about:config.
