As already discussed in the mentors reviews, this shouldn't be a native
package.

It's now a non-native package, uploaded to mentors.
(The policy docs don't sufficiently explain why this is a good idea,
IMHO, but discussion with Stephen Kitt convinced me.)

To my understanding, the function of this package is to inhibit screen locking when using a joystick. While it's used for games, it isn't a game in and of itself, correct?

Utilities is described as:
 > Utilities for file/disk manipulation, backup and archive tools, system monitoring, input systems, etc.

To me, this seems like it would fit best.

To be clear, I'm not telling you that it must go in utils, but it doesn't fit in x11 or games, and utils seems like the next best fit.
