Control: affects -1 src:rustc

Hi!

libonig is used by rustc/cargo, and the lack of M-A:same annotation for
libonig-dev is currently blocking cross builds of rustc (which have regressed
for other reasons, that I am currently working through).

The multiarch hinter agrees with this suggestion :)
