The binutils package is not binNMU-safe. When doing a binNMU, the
architecture-specific changelog is installed verbatim into a shared
location. The accepted solution is to separate the architecture-specific
binNMU entry to an architecture-dependent path. This presently causes an
co-installation failure in forky where binutils was binNMUed. I
recommend using dh_installchangelogs.

if you know that, then don't do binNMUs.

binutils doesn't use dh_installchangelogs.

so please provide a spec what binNMUs are doing (I'm not aware of one),
and even better an implementation to do what binutils is supposed to do
without dh_installchangelogs.
