   * What led up to the situation?
I attempted to play files encoded with speexenc in the .spx format
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
I tried different audio drivers, but noticed no change.
   * What was the outcome of this action?
Any file encoded with the speexenc command plays with very choppy audio. The
status line with the time elapsed progresses at roughly 1/5 normal speed.
In other words, it takes about 5 seconds to play 1 second of audio.
   * What outcome did you expect instead?
I expected the files to play properly.  Note that the same files will play
correctly in vlc, and also after decoding to a wav file.
