kvazaar fails to build on loong64. Specifically, the
test_invalid_input.sh build test is failing. This test succeeds on
amd64.

kvazaar only has one reverse dependency, libheif. I worked around this
bug today by not building libheif's kvazaar support on loong64. When
this bug is fixed, please ask Debian's libheif maintainers to build
the kvazaar support on loong64.
