kvazaar fails to build on loong64. Specifically, the
test_invalid_input.sh build test is failing. This test succeeds on
amd64.

kvazaar only has one reverse dependency, libheif. I worked around this
bug today by not building libheif's kvazaar support on loong64. When
this bug is fixed, please ask Debian's libheif maintainers to build
the kvazaar support on loong64.

It seems that after 1127859 is fixed, kvazaar can now be successfully
built, and thus this bug can be closed and the workaround in libheif
can be removed.

the test on loong64 now succeeded (using ffmpeg 9.0.2-1), therefore closing this issue.
