Since the last update, the up arrow key does not go up in the document anymore
but goes now in zoom.
The down arrow key is alright.

I confirm this issue and I have reported it upstream for you.

Page Up and Page Down are an alternative that works.

Consider switching from evince to the papers app. GNOME recently
switched their default PDF viewer recommendation to papers. It has a
more mature GTK4 implementation than evince.
