Dear Maintainer,

Since your move to the "3.0 (quilt)" format,
the build-depedency on quilt is not needed anymore.

Please drop this old dependency to help triage
the remaining users of "quilt" (a few are legit).


I ve already pushed to change to Salsa to proove the
package still build fine, but first I had
to repair Salsa CI that was picking upstream's
GitLab rule file.
