Dear Maintainer,

   * What led up to the situation?
I was using the Francis Pomodoro app (Flatpak) and noticed that
notifications stopped working. Initially, I thought it was only after a
system resume,
but I confirmed it also happens randomly on a clean boot.

   * What exactly did you do (or not do) that was effective (or
ineffective)?
1. Start Francis (Flatpak).
2. Start a timer.
3. Suspend and Resume the computer (or just wait on a clean boot).
4. Wait for the timer to end.
Restarting the portal services (systemctl --user restart
xdg-desktop-portal-kde xdg-desktop-portal) is a temporary workaround.

   * What was the outcome of this action?
No notification is shown and no sound is played. System logs show D-Bus
errors: "QDBusConnection: couldn't handle call to CreateMonitor, no slot
matched".

   * What outcome did you expect instead?
I expected the notification to appear and sound normally after the timer
ends.
