Low-level FFI bindings to the client libraries for the Tracy
profiler. This -sys crate bundles and compiles Tracy's C++ source
via the cc build dependency, which is already in Debian.

This is needed as a dependency for rust-tracy-client
(ITP #1133035), which is in turn needed for both niri
(ITP #1065355) and rust-smithay (ITP #1133029).
