Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
vim-youcompleteme could not be built reproducibly.

This is because the testsuite changes the modification time of the
/usr/share/vim-youcompleteme/python/ycm/client/ directory, so if the tests
are skipped via nocheck, then then package contents differ.

Patch attached that always sets this to SOURCE_DATE_EPOCH to avoid
this issue.
