mgetty and mgetty-fax have a directory metadata conflict.  Therefore,
directory metadata depends on the unpack order.

The file /var/spool/fax is contained in the packages
 * efax
   * 1:0.9a-23 as present in trixie
   * 1:0.9a-23+b1 as present in trixie
 * mgetty/1.2.1-6 as present in forky|unstable
 * mgetty-fax/1.2.1-6 as present in forky|unstable

These packages can be unpacked concurrently, because there is no
relevant Replaces or Conflicts relation.  When unpacking these packages
concurrently, directory metadata depends on the unpack order.
