audispd-plugins and auditd have a directory metadata conflict.
Therefore, directory metadata depends on the unpack order.

The files
 * /etc/audit
 * /etc/audit/plugins.d
are contained in the packages
 * audispd-plugins/1:4.1.2-1+b1 as present in forky|unstable
 * auditd/1:4.1.2-1+b1 as present in forky|unstable
 * laurel/0.7.1-1+b2 as present in trixie

These packages can be unpacked concurrently, because there is no
relevant Replaces or Conflicts relation.  When unpacking these packages
concurrently, directory metadata depends on the unpack order.

It was fixed on the laurel side in forky and later, see #1082432, but audit
needs to declare versioned Conflicts to have upgrades work reliably.
