uucp has a directory metadata conflict.  Therefore, directory metadata
depends on the unpack order.

The file /usr/lib/uucp is contained in the packages
 * tua/4.3-17 as present in trixie|unstable
 * uucp
   * 1.07-31 as present in forky|unstable
   * 1.07-31+b1 as present in forky|unstable

These packages can be unpacked concurrently, because there is no
relevant Replaces or Conflicts relation.  When unpacking these packages
concurrently, directory metadata depends on the unpack order.
