libcvd-dev is declared Multi-Arch: same, but fails to coinstall.

The file /usr/include/cvd/config.h is shared by libcvd-dev version
0.0~git20221020150751.30e8cfc+ds1-1+b4 as present in trixie|unstable
with varying content.

Please ensure that shared files have bit-identical content across
architectures, move architecture-dependent files to
architecture-dependent paths or remove the Multi-Arch: same field.
